Nut Job Cook County Sheriff Tom Dart hires his colored shrink to run Cook County Jail - Psychologist Nneka Jones Tapia to replace Cara Smith - A woman with no LAW ENFORCEMENT EXPERIENCE, NO STREET GANG EXPERIENCE or NO JAIL EXPERIENCE to run one of the nation's largest county jails

Sheriff Tom Dart names psychologist with NO executive or law enforcement experience to run the Cook County Jail. Dart's new flavor of the month, Nneka Jones Tapia to replace Cara Smith. Smith named the "Chief Strategy Officer" by Dart which is a kind way of saying you are "Chief soon to be fired officer." Everyone of Dart's top aides have been demoted, resigned and a few have even ended up in the mental ward. Cara Smith had the longest reign of two years as top aide to the mentally ill Sheriff.
